Understanding your Rights as a Licensee from Title 22 Regulations to SB 234 The Keeping Kids Close to Home Act

Title 22 of the California Code of Regulations contains the “ground rules” for all licensed community care facilities, including child care centers and family child care homes. This training focuses on the due process and procedural protections available to you as a state-licensed including the right to appeal.

The “Keeping Kids Close to Home Act” (SB 234) is a cornerstone of current licensing rights training. It focuses on protecting the provider’s right to operate within a community.

  • Housing & Zoning Rights: Training explains that local governments cannot require “Conditional Use Permits” for large family child care homes. They must treat these homes as residential use of property.
  • Business Protections: Education on the right to operate without paying local business taxes or obtaining a local business license for child care.
  • Tenant Protections: For those renting, training covers the right to operate a licensed home without fear of eviction or discrimination by landlords or HOAs.
